FIGHTS FOR EDUCATIONAL REFORMS

HKPTU is concerned with most aspects of education. We want to create an environment in which every child has an equal opportunity to receive quality education.

* Government Expenditure on Education:

In order to ensure quality for education, HKPTU always keeps an eye on government spending on education. In 1992, in Charter Garden, a mass rally was organized in which several hundreds of teachers and students showed up to protest against the financial cut made by the government on basic education.

* Kindergarten Education:

Kindergarten Education had been ignored by the government for years. Pay for kindergarten teachers was low. To ensure quality for kindergarten education and a fair deal for the teachers, HKPTU insisted that kindergarten should be considered as an integral part of basic education and that it was the responsibility of the Education Department to provide proper training for the kindergarten teachers and pay them accordingly. In conjunction with many other education organizations and kindergarten sponsoring bodies, we held talks with the Education Department and we even staged public protests. Finally in 1994, the Education Department agreed to subsidize the salaries of teachers in all non-profit making kindergartens and at the same time, funding was provided to expand training programmes to ensure most kindergarten teachers should be given the chance to receive training to become qualified.

* Patriotic Education:

By tradition, most citizens of Hong Kong are patriotic and teachers are no exception. We raised funds for the victims in the flood disasters in China and we also encouraged all schools in HK to start fund-raising campaigns to help provide quality education for children in less developed areas in China.
