催淚彈成份成疑 影響師生健康 教協促政府公開資料 承擔責任保障師生健康

過去五個多月的衝突事件,警方於全港各區已發射近萬發催淚彈,更有不少中小學及幼稚園受到催淚煙波及。早前,一名經常在催淚彈環境下採訪的記者,確診患上因身體積存大量二噁英而致的氯痤瘡,更令人擔心催淚煙對人體的影響,特別是年幼學生的健康安全。有指催淚煙含有不少有害物質例如山埃及二噁英,而政府及警方一直未有公開有關催淚彈成份的資料,近日環保署更停止公布全港的二噁英含量數據。教協對催淚煙影響學校師生健康的情況深感憂慮,要求政府盡快公開催淚煙的化學成份及對人體的影響,同時要求教育局履行保障師生健康的責任,確保校園環境安全。

政府應公開催淚煙成份及空氣監測資料釋除疑慮

有團體在有施放催淚彈的現場,檢測到空氣中山埃含量嚴重超出安全指標,更有一名記者確診患上因身體積存大量二噁英而致的氯痤瘡,令人擔心過去數月警方在人口密集而擠逼的城市中施放數以千計的催淚彈,對公眾健康造成即時與及長期的嚴重傷害。
環境保護署一直監測全港空氣的二噁英含量,但自9月以後的數據就未有對外公布。教協要求政府必須詳細公布催淚彈的成份及燃燒溫度等資料,環保署亦應立即公布各區的空氣數據,包括二噁英、山埃等含量,釋除公眾疑慮。

教育局有責任保障師生健康

一直以來,對於劇烈毒物如二噁英及山埃等,負責處理及清潔的人士,均須穿著高防護性的衣物,及工作後徹底隔離清洗,以保障健康並避免進一步污染。現在高濃度的催淚煙遍佈各個社區,不少學校附近曾施放大量催淚彈。教協認為教育局必須承擔保障師生健康安全的責任,聯同環境局派員親臨嚴重受催淚彈影響地區的學校,檢測空氣及環境數據,評估校園環境有否受有毒氣體影響。
食衛局及教育局早前發佈了非常一般性的清潔指引,實在未能切合近日曾受近距離或高密度催淚彈影響學校的需要。教協要求食衛局及教育局,立即發佈更詳細的清潔指引,為食環署前線員工與及學校發放安全清潔的工具,並協助妥善清潔校舍後才讓學校復課。

教協必須指出,教育局有責任按照《職業安全及健康條例 》、《教育條例 》及《教育規例 》,確保校園環境適合師生進行教學活動,也有責任確保師生健康及安全。

綜合而言,教協要求如下:

  1. 政府有關部門立即公布香港各區的空氣及土壤等環境數據,包括二噁英、山埃等等,尤其是曾施放催淚彈區域。
  2. 政府立即詳細公布催淚彈的成份及燃燒溫度等資料。
  3. 教育局及環境局必須為嚴重受催淚彈影響的學校評估健康安全風險,派員到校檢測空氣及環境數據,確保校園環境適合進行教學活動。
  4. 食衛局及教育局立即向學校及公眾發布更詳細的清潔指引;向食環處前線員工、與及學校發放安全清潔的工具;同時協助學校妥善清潔環境。
  5. 政府應盡快透過回應市民訴求平息社會衝突。

Unknown Tear Gas Composition May Endanger Public Health.
HKPTU Urges The Government to Disclose Related Information and Ensure Students’ and Teachers’ Wellbeing.

In the past five months of protests and collides, thousands of rounds of tear gas have been deployed all across the city by the Hong Kong Police Force, affected areas included numerous kindergartens, primary and secondary schools. In recent, a Hong Kong reporter has been diagnosed with chloracne, raising public health concerns about the widespread use of tear gas by the police force, especially in its negative health effects that may risk our young students’ health. It is reported that tear gas could produce toxins such as cyanide and dioxins, however, the Government and the Police Force have repeatedly refused media and public requests to disclose information about the tear gas they use. Recently, the Environmental Protection Department even stopped announcing the level of dioxins in air in their Air Quality Report. The HKPTU deeply concerns the wellbeing of our students and teachers, urges the Government to disclose the chemical components of the tear gas they use, as well as its side-effects to human’s health. The PTU also demands the EDB to take on their responsibility to safeguard the health of all our students and teachers, and make sure our school environment is safe to teach.

All in all, HKPTU calls for the followings:

  1. The government should now announce the result of environmental performance data, including the data of dioxins and cyanide levels, in all the contaminated areas.
  2. The government should disclose the ingredients and the combustion temperature of tear gas and all the relevant details.
  3. The Education Bureau and the Environment Bureau must monitor the relevant environmental performance data to make sure the school environment is safe to teach. A health and safety risk assessment should be done in all contaminated schools.
  4. The Food and Health Bureau and the Education Bureau should now provide a detailed guidelines of cleaning procedures and precautions. Also, safe cleaning tools should be provided to frontline staffs and schools to make sure school environment are cleaned properly.
  5. The government should respond to the political demands to resolve the social conflicts as soon as possible.
