真普選聯盟(簡稱:真普聯)由27位立法會議員及13個團體組成,教協會及立法會教育界議員葉建源均為真普聯的創會會員。

2013年5月8日,真普聯舉行記者會,公布「2017年行政長官選舉初步意見(徵求意見稿)」(下稱:初步意見),並希望收集成員團體及市民的意見。「初步意見」將同時交真普聯學者顧問團草擬具體方案。

2017年行政長官選舉初步意見(徵求意見稿)

1. 2017年以一人一票方式普選特首。選舉制度須保障選民普及而平等的選舉權,被選舉權和提名權。

2. 不能接受在正式提名過程中有任何「預選」、「篩選」的機制。選舉、被選舉及提名權利不應因種族、膚色、性別、語言、宗教、政治或其他見解、社會出身、財產 的因素而受到影響。不應設任何沒有客觀標準的參選條件(如「愛國愛 港」及「不與中央對抗」,選民在投票時自有判斷)。

3. 根據基本法第四十五條規定,保證「由一個有廣泛代表性的提名委員會按民主程序提名後普選產生」特首。爭取設立一個由香港選民以一人一票選出、有廣泛代表性的提名委員會。設立提名委員會的規定,不能確保行政長官的提名程序符合普及和平等的民主原則,長遠而言應予廢除。

i. 任何候選人只須獲得不多於1/8提名委員會成員提名,即可進入普選階段。在任何情況下,不應要求候選人須在任何界別或所有界別取得提名。

ii. 各提名委員不可重複提名;不設候選人總數目限制。

iii. 行政長官候選人不可提交多於 1/6 委員的提名數目,以確保他人的參選機會。

5. 行政長官候選人亦可循下列途徑取得參選資格:經由一定比例的選民聯署提名,再由提名委員會核實和確認。

6. 行政長官普選採兩輪投票制。首輪投票如果有任何候選人贏得過半數有效選票,則當選特首;如沒有任何候選人取得過半數選票,則由最高票的兩名候選人進入第二輪,第二輪得票多者勝。

7. 容許行政長官有政黨背景。

  1. The Chief Executive will be elected by one-man, one-vote in 2017. The election system must guarantee a voter’s free and fair right to vote, to be elected and to nominate.
  2. Not to accept any “preliminary election”, “screening” mechanism in the official nomination process. The right to vote, to be elected and to nominate will not be affected by race, skin colour, language, religion, political or other stances, or other factors including social origin and asset worth. There should not be candidacy conditions that come with no objective definitions (such as “Love China, love Hong Kong” and “No confrontations with Beijing”), as a voter can decide for himself upon voting).
  3. Article 45 in the Basic Law stipulates “a broadly representative nominating committee in accordance with democratic procedures”. We fight for a broadly representative nominating committee to be formed via one-man, one-vote by Hong Kong voters. The requirement for a nominating committee fails to ensure Chief Executive nominations will comply with free and fair democratic principles, and should be scrapped in the long term.
  4. i.  Any candidate who gets 1/8 votes from the nominating committee enters the election-by-universal-suffrage phase. Under no circumstances should a candidate be required to get nominations from any designated sector or all sectors.ii.  Members of the nominating committee can only nominate once; and no limits set for the number of candidates.iii.   A candidate should submit no more than 1/6 nominations from the nominating committee, to guarantee chances for other candidates.
  5. A Chief Executive candidate can also acquire official candidacy through the following procedure:Nomination via joint signatures by a set proportion of voters, which is then verified and endorsed by the nominating committee.
  6. The Chief Executive election by universal suffrage carries two rounds of voting. Any candidate who gets more than half of the votes in the first round makes Chief Executive; or the two candidates who get the most votes in the first round get into the second round, with the majority the winner.
  7. Allows the Chief Executive to have a political party background.
