要求政府調動議程　提早審議公務員調薪議案

二零一四年十二月二十一日

每年公務員薪酬調整乃政府根據既定的薪酬調整機制，包括香港經濟、物價指數、私營機構薪酬變動及公務員士氣等因素來調整公務員的薪酬，而隨後亦會按同樣幅度，調整根據各公務員薪級表支薪的資助學校教學和非教學人員的薪酬，以及那些根據各公務員薪級表支薪的資助機構員工的薪酬。而本年度的公務員薪酬調整早於2014年6月由行政長官會同行政會議作出決定。首長級和高層薪金級別公務員的薪酬上調5.96%，中層和低層薪金級別公務員的薪酬上調4.71%，追溯至2014年4月1日生效。此決定仍然有待立法會財務委員會審議及通過。

公務員加薪 刻不容緩

　很多老師都非常關心2014年度公務員加薪何時獲得撥款，我也非常著急。

立法會議員對於公務員加薪都是十分支持的。泛民主派議員日前決定在立法會採取「不合作運動」的時候，明確表明不會拖延公務員加薪和各項教育工程撥款。可惜政府一直採取拖延政策，把公務員加薪的議程放在多項極具爭議性的議題（如三堆一爐）之後，甚至不惜把教育工程撥款申請抽起！

就公務員加薪問題，我多次要求政府調動議程（例如 7月21日 及 11月17日 在公務員及資助機構員工事務委員會上發言），把公務員加薪提前討論並通過。我同時在泛民議員的內部會議上，促請各黨派議員確保公務員加薪能盡快獲得通過。

公務員加薪問題影響深遠，牽連所有官津學校教師的加薪。我希望能夠最遲在2015年1月內能夠獲得通過。

Pay Rise for Civil Servants should not be Delayed any Further

　Many teachers are concerned about the issue of civil service pay adjustment. I, too, am very anxious about it.

Most LegCo members are very supportive towards passing the appropriation for the civil service pay adjustment. Even when the pan-democrats decided to carry out the ‘non-cooperation movement’ earlier, they made it very clear that they would not delay the appropriation for civil service pay adjustment and public work for education projects. Unfortunately, the government carries on with its delaying tactic by putting the issue after many highly controversial items (such as the expansion of the three landfill sites and the building of an incinerator）, or even taking out all public work for education projects that were already on the agenda.

For the issue of civil service pay adjustment, I have repeatedly urged the government to adjust the sequencing of the agenda ( Speeches in the Panel on Public Service on 21 Jul & 17 Nov 2014) to bring forward the item of pay rise for discussion and approval. Also, in the internal meetings of the pan-democrats, I have also urged lawmakers from different parties to ensure the passage of the item.

The issue of civil service pay adjustment is far-reaching, which includes the pay rise of all the teachers from government and aided schools. I hope the item can be passed within January 2015 at the latest.

Persist to Fight for True Universal Suffrage

教協堅持爭取真普選，支持以和平理性的方式進行的「佔中」運動。過去一個月，我們一方面譴責警方使用過度武力對待學生，另一方面呼籲未成年學生離開佔領區。葉建源在金鐘留守至最後一刻被捕，以示負責。 The HKPTU persists to fight for True Universal Suffrage, and supports the Occupy Central movement to be conducted in a peaceful and rational manner. In the past month, we condemned the police for their use of excess violence towards students, and at the moment of clearance, we appealed everyone to stay restraint and nonaged students to leave the occupy zone. IP Kin-yuen stayed in Admiralty until the very last moment until he was arrested to fulfil his responsibility.

免費幼稚園教育

我們非常擔心，因為可靠消息指政府打算未來用「一筆過撥款」形式資助幼稚園，而且資助以半日制為標準。一筆過撥款在社福界造成大混亂，前車可鑑，而且嚴重影響幼師的薪酬待遇。而全日制／長全日制幼稚園的角色得不到確認，也是不能接受的。

We are very worried as reliable sources said the government will use the ‘Lump Sum Grant Mode’ to sponsor kindergartens, and will be using the half-day mode as the standard for funding. The Lump Sum Grant mode has already caused chaos in the social welfare sector, which has set us an example, and will also affect the remuneration of kindergarten teachers vigorously. Also, it is unacceptable that the role of whole-day and long whole-day kindergartens cannot be confirmed.
